The Baldwin Park City Council at its Feb. 6 meeting will consider adopting an ordinance that would impose fees on all new residential development. The proposal was made by the Baldwin Park Unified School District, which claims to be experiencing crowded conditions because of increases in new housing. City Manager Ralph Webb said the city staff is researching the issue and that the fees, which are regulated by state law, may range between $400 and $900 per dwelling unit.
