Governor Is scheduled to speak at the National Prayer Breakfast in Washington on Thursday.
Assembly Floor Action:
Passed and sent to the governor, by a 69-0 vote, a bill (AB 252) to correct a drafting error in a 1984 law that eliminated penalties for the manufacture, sale or use of the drug PCP, also known as angel dust. The bill was sponsored by Assemblyman William J. Filante (R-Greenbrae).
Bills Introduced:
Child Molesters: AB 443 by Assemblyman Bill Leonard (R-Redlands) would provide 16-year prison sentences for two-time child molesters and life sentences for third-time offenders.
Tax Breaks: ACR (Assembly Concurrent Resolution) 17 by Assemblyman Tom Bates (D-Oakland) would require a biennial legislative review of tax breaks to determine if they should be continued or eliminated.
Judicial: AB 434 by Assemblyman Richard Robinson (D-Garden Grove) would prohibit a political party or a party central committee from supporting or opposing a candidate for judicial office, which would reverse a recent state Supreme Court decision.
PUC: ACA (Assembly Constitutional Amendment) 8 by Assemblyman Steve Peace (D-Chula Vista) would require the five at-large members of the Public Utilities Commission to represent geographical areas of the state and would provide for their recall.
Gasoline: AB 401 by Assemblyman Art Agnos (D-San Francisco) would prohibit oil companies from operating gasoline stations, which the author says would reduce the price of gasoline to consumers.
Senate Bills Introduced: Elderly: SB 241 by Sen. Daniel E. Boatwright (D-Concord) would increase prison sentences for criminals found guilty of violent crimes committed against elderly persons.
Harness Racing: SB 273 by Sen. Ruben S. Ayala (D-Chino) would authorize up to 25 additional weeks of harness racing to the Los Angeles County Fair, or its lessee, to be run at Pomona.
Miscellany Engagement: Assemblywoman Jean M. Moorhead (D-Citrus Heights) announced her engagement to Gordon Duffy, Gov. George Deukmejian’s secretary of environmental affairs and a former Republican assemblyman. Moorhead also was a GOP lawmaker before she switched political parties in 1981. It will be the third marriage for both.
New Newsletter: Daryl (Bud) Lembke, a former press aide to Senate President Pro Tem David A. Roberti (D-Los Angeles), is starting a new bimonthly Sacramento-based political and governmental affairs newsletter called “Political Pulse.” The first issue is scheduled to be published on Feb. 22.
