An Escondido man who operated a ship repair firm was sentenced Tuesday to five years in federal prison and ordered to repay the Navy $98,080 in phony claims his firm submitted. James Wiegand Jr., 50, president of the now-defunct American Marine Technology firm in San Diego, was also fined $50,000 by U.S. District Judge Earl Gilliam. Wiegand and his firm were both convicted Dec. 3 of eight counts of submitting false claims, conspiracy to defraud the government and allowing his employees to damage the destroyer tender Prairie so his firm could get the business to repair it.
