Divided Philippine opposition parties agreed on a political platform aimed at ending President Ferdinand E. Marcos’ rule. In the largest such gathering since martial law was imposed in 1972, more than 2,000 regime opponents also approved a formula for selecting a single slate of candidates in next year’s local elections. A declaration of principles was adopted, seeking the “dismantling of the Marcos dictatorship,” respect for human rights and an equitable distribution of wealth.
