Israeli Defense Minister Yitzhak Rabin told a Parliament committee that the Israeli army already is in the final stage of its withdrawal from southern Lebanon, a committee member said. Israel television said Rabin also told the committee that extremist acts now are a greater threat than in 1982 and that Lebanese guerrilla actions against Israelis should be met with a “scorched earth policy” of full-scale retaliation.
