Nippon Cargo Airlines filed charges with the ITC.

Turning the tables on frequent U.S. charges that Japan excludes American companies from its markets, Nippon Cargo complained that the U.S. government’s failure thus far to grant the airline authority to fly into this country is a direct violation of bilateral agreements between the two countries. In a filing with the International Trade Commission, lawyers for the Japanese-owned airline maintained that the company’s permit application had been unduly delayed by heated debate over unrelated trade issues and by a trade commission investigation of the U.S.-Japan cargo transportation industry.
