As part of a corporate restructuring, San Mateo-based URS Corp., a provider of engineering and architectural services, promoted Franklin J. Agardy to executive vice president and chief operating officer and Richard H. Towle to senior vice president. Towle also continues as chief financial and administrative officer. The company said the appointments reflect the shift to a single line of business following the spinoff of two business segments.
