Larry D. Kurmel, a Sacramento lobbyist and former senior vice president of the California Savings & Loan League, has been appointed chief executive officer of the troubled State Teachers’ Retirement System by the system’s board. Kurmel succeeds C. Michael McClaren, who was fired in December from the $73,780-a-year post after disclosure that he was under investigation in Minnesota for alleged irregularities relating to his previous employment.
