The Soviet Union and France have increased their arms sales to Third World countries while U.S. arms shipments to these countries have decreased, according to a study by the Congressional Research Service. The study, released by Sen. Mark O. Hatfield (R-Ore.), said the Soviets sold $10.4 billion worth of arms in 1984, a 16.2% increase over 1983. France’s 1984 sales totaled $9.1 billion, up 5.9%. U.S. sales were $7.3 billion, down 22.5% from 1983.
