Biting winds and intermittent drizzle provided a raw christening for a new, $530-million rapid transit system in Buffalo, N.Y. The ceremonies officially opened most of the 5.2-mile underground section of the system. Two more underground stops and a pedestrian mall are to be completed next year. A 1.2-mile above-ground section was opened last October. The federal government contributed 80% of the money for the project.
