Horner Named to Head Civil Service Agency

WASHINGTON — President Reagan on Thursday named Constance Horner, an associate director of the federal Office of Management and Budget, to succeed Donald J. Devine as head of the Office of Personnel Management.
Devine withdrew his name from nomination for a second term as head of the government’s civil service agency on June 6 after testimony at his Senate confirmation hearings disclosed he had secretly attempted to retain control of the office after his term had expired.
