The Federal Reserve Bank of San Francisco named John L. Scadding senior vice president and director of research, replacing Joseph R. Bisignano, who resigned. Scadding had been director of public information for the last 2 1/2 years.
Also, Elizabeth R. Prettyman, secretary of the board of directors, was named a vice president.
