Panel Backs Rights Official to Be Legal Aide to Meese

WASHINGTON — The Senate Judiciary Committee voted 11 to 5 Thursday to recommend confirmation of a Justice Department civil rights official as chief of the department’s Office of Legal Counsel.
Charles J. Cooper, top deputy to William Bradford Reynolds in the civil rights division, would serve as the legal adviser to Atty. Gen. Edwin Meese III if confirmed by the full Senate.
