A Los Angeles physician who was indicted last May by a federal grand jury on charges of illegally prescribing and dispensing millions of dollars worth of narcotics has pleaded guilty, Assistant U.S. Atty. Joyce A. Karlin said. Arthur Wesley Rachels, 46, faces a maximum 19-year prison sentence, a $60,000 fine and a seven-year special parole period when sentenced Jan. 13 by U.S. District Judge James M. Ideman.
