Phillip A. Rice has been promoted to vice president of human resources for Baker International, a product and service supplier for the oil, gas and mining industries based in Orange. Rice, 50, had been vice president of human resources for the Baker Oilfield Operations unit for two years before his appointment to the new position. He has been with the company since 1969.
