FCC Postpones Start of Restrictions on ‘Dial-a-Porn’ Calls

WASHINGTON — Enforcement of new federal rules to keep young people from calling special telephone numbers to hear pornographic messages has been postponed until Dec. 26, the Federal Communications Commission announced Wednesday.
The FCC said it was delaying the effective date of its new policy by 30 days “to avoid possible administrative complications” that might come up while the courts decide if the rule is constitutional.
The new rule requires operators of “dial-a-porn” services to allow connection to the messages only by the use of a pre-subscribed access code or prepayment by credit card. The codes could only be issued after “reasonably ascertaining through a written application procedure” the age of the applicant.
