Regan is chief of staff to the President of the United States of America and reputedly his closest adviser.
His statement about the attitude of women regarding the summit revealed a medieval attitude toward women and a Neanderthal mind-set that surely should have no place in the councils of a great power in the 20th Century. This is the man who sits by the side of the President when he deals with foreign governments, when he is deciding matters of war and peace, of life and death.
