A deliveryman accused of stealing a truckload of mail faces up to 10 years in prison and a $4,000 fine if convicted. Theodore Wafer, 28, was arrested in North Oakland and charged with stealing about 10,000 first-class letters stored inside a 40-foot tractor-trailer truck. Authorities said Wafer was an employee of the firm that owned the truck. Postal inspectors said the bulk of the opened mail will be returned to senders and the unopened mail will be forwarded for late distribution.
