Three Ghanaians were ordered held without bail in Newark, N.J., pending a hearing on charges they conspired to smuggle an arsenal from the United States to rebels trying to overthrow the African nation’s government. U.S. Magistrate Serena Perretti scheduled a hearing for today to determine whether the government can imprison the three men pending their trial on charges of conspiring to violate federal laws regulating exporting arms.
