The Los Angeles City Council approved an ordinance temporarily restricting the location, number and size of new billboards and other new signs throughout the city until permanent sign controls can become law. Councilman Howard Finn, whose Planning and Environment Committee drafted the law, said the temporary bill was designed to prevent a spurt of billboard construction that would otherwise take place in the coming months to beat the permanent restrictions the council is considering. The vote was 12 to 0, without discussion. The ordinance was the result of a compromise between environmental and homeowner groups, which sought an end to “visual pollution,” and the billboard industry.
