For the 10th straight week the grand prize spot on the wheel has eluded the finalists in the California Lottery “Big Spin.” The progressive grand prize now stands at $12.88 million. A retired carpenter from Redwood City--one of 10 finalists--won $1 million. Lottery officials are perplexed as to why no one has hit the grand prize in 10 weeks. “There’s nothing we can do to control the randomness of the wheel,” said Bob Taylor, communications manager for the lottery.
