Libya Attack Commander to Head Atlantic Fleet

WASHINGTON — President Reagan has nominated Vice Adm. Frank Kelso II, commander of the 6th Fleet, to head the Atlantic Fleet as a full admiral, the Pentagon announced Friday. Kelso, 52, commanded the U.S. air attack against Libya .
