Santa Fe Springs : Cost of Underground Lines

The City Council, acting as the redevelopment agency, approved a policy that would require developers to fund underground utilities at the time subdivision maps, parcel maps or other plans are considered for approval.
The policy was designed to help the city improve the appearance of commercial areas. In the past, the council has helped shoulder the costs of putting utilities underground and has reserved the right to waive the requirement if it would be a hardship on the developer.
The new policy came about after the council agreed to pay for the costs of undergrounding utilities for a development on Norwalk Boulevard, but expressed the need for a policy requiring developers themselves to pay such costs.
