Why?

I have recently returned from a vacation in three of the world’s greatest cities--Rome, Paris and London. In each I moved about the city quite freely aboard subways and city bus systems.
My question is, “Why can’t the city that I feel has the most to offer have such a system?” We, the city that ran a very successful Olympics, should put our efforts into offering mass transit such as those in the aforementioned cities. Maybe the secondary benefits such as reduced smog, less traffic congestion and increased tourism might result.
If I could go out to enjoy Windsor Castle in the morning and be back to enjoy the activity in Piccadilly Circus in the afternoon, why not Rodeo Drive or Olvera Street in the morning and the Santa Monica beach in the afternoon?
