21 Picketing Strikers Arrested

PHILADELPHIA — Twenty-one striking city workers were arrested today for picketing after a promise by strike leaders not to engage in mass picketing and a pledge not to disrupt the city’s July Fourth celebration, featuring parades down trash-lined streets.
Officials for the city’s 15,000 white- and blue-collar worker unions withdrew threats Wednesday to make the four-day celebration an “unpleasant situation.” But 21 pickets blocked entrances to the Municipal Services Building today and were promptly arrested.
