Covina : New City Manager Named

John R. Thomson has been named city manager of Covina, replacing Richard Miller, who resigned. Thomson, 51, was one of 47 applicants for the job, and will begin working for the city April 13 at an annual salary of $65,000.

Miller, who has been city manager for 10 years, announced in October that he was stepping down because of his inability to work with a divided City Council. “We weren’t accomplishing the things I want to accomplish. I haven’t been able to create a harmonious atmosphere, which I feel is my responsibility,” Miller said in an interview in December. He plans to work as a consultant to developers.

Thomson was city manager of Medford, Ore., before getting the Covina post.
