Fresno State University officials may offer a joint doctoral degree with the University of California. Administrators have argued that Fresno State needs a doctoral program because there are none in the San Joaquin Valley, forcing residents to travel to the San Francisco Bay Area or Los Angeles to obtain the degree. Discussions have begun on guidelines and requirements for a program in education, said Dr. Harold Haak, Fresno State’s president. The doctoral program could begin by the 1988-89 school year if details are worked out and the plan is approved by the California State University Board of Trustees and funded by the Legislature, Haak said. He began pursuing the possibility of joint doctorates after plans for independent doctorates by schools in the state Universities and Colleges System were strongly opposed by other state government groups, including UC.
