The Canadian government said it will restrict smoking in workplaces under federal jurisdiction by the end of this year and will ban tobacco advertising by Jan. 1, 1989. The anti-smoking measures will carry penalties of up to $100,000 and six months in jail for major offenses, such as violating the advertising ban. Officials said that smoking by public servants could be restricted to designated areas as early as Oct. 1. Also to be phased in are legislated bans on advertising and promotion. The proposals, to be debated in the House of Commons next week, are virtually certain to pass because the government has a large majority.
