He Died but Couldn’t Hide From Ethics Law

PROVIDENCE, R.I. — The state’s Conflict of Interest Commission inadvertently slapped a $500 fine on a dead man as it rushed to clear its calendar before going out of business.
James M. Roberts Jr., a member of the Cumberland Conservation Commission, died May 2, 1985, but the panel levied a fine against him for failure to submit financial disclosure forms from 1981 to 1984.
“There was never anything filed, to my knowledge, that he had died,” said Sara Quinn, interim executive director of the new state ethics commission that superceded the old panel.
