The attorney representing former Ohio State wide receiver Cris Carter says the refusal by some National Football League teams to allow scouting combines to test his client means Carter will have to hold his own workout camp. Carter is expected to be the key player in Friday’s supplemental draft of college players declared ineligible to play in 1987 because of involvement in a players-agents scandal.
