Countries that accept their Olympic invitations and then decide to boycott the Games face the punishment of not being invited to the 1992 Olympics at Barcelona, Spain, said President Juan Antonio Samaranch of the International Olympic Committee.
“If a national Olympic committee accepts our invitation and, after this, the national Olympic committee withdraws, this . . . committee will be punished,” Samaranch said.
