The opening talks on a new long-term grain agreement between the United States and the Soviet Union will get underway in Washington D.C. on March 19 instead of in Vienna, Austria, on March 11 as previously reported, Deputy U.S. Trade Representative Alan F. Holmer said. Holmer said the change was “due to scheduling conflicts” but did not elaborate. The current five-year pact will expire on Sept. 30. It calls for annual purchases of grain from the United States.
