A top Taiwanese nuclear scientist has disappeared and may have fled to the United States with confidential blueprints disclosing that Taiwan plans to make nuclear weapons, according to newspaper reports in Taipei. Defense Minister Cheng Wei-yuan disclosed that an arrest warrant has been issued for Col. Chang Hsien-yi, 45, who was deputy director of the nuclear energy research center at the military-run Chungshan Institute of Science and Technology. Chang has been missing since January, and officials said they have no information on his whereabouts.
