The slow-growth initiative will be debated Thursday in Irvine. Tom Rogers, co-author of the measure, will square off against Bruce Nestande, an executive with the Arnel Development Corp. and a former county supervisor. The event is sponsored by the California Southern Counties of the Community Associations Institute.
