Will tour “Little Saigon” in Westminster on Friday morning.

Signed into law a bill (AB 612) by Assemblyman Byron D. Sher (D-Palo Alto) to include wine cooler bottles in the state’s beverage container recycling program, starting in 1990.

Assembly

Floor Action:

Trade: Approved and sent to the Senate on a 60-11 vote a bill (AB 4221) by Assemblyman Bruce Bronzan (D-Fresno) to appropriate $25,000 to finance a California trade exhibit in the Taipei World Trade Center in Taiwan. The money would be matched by private industry.

Veto: Defeated on a 40-36 vote a motion to withdraw from committee a rejected resolution (AJR 7) by Assemblyman Tom McClintock (R-Thousand Oaks) endorsing a federal constitutional amendment to allow the president to “line item veto” individual pieces of the federal budget. Forty-one votes were required to bring the issue to a floor vote.

Committee Action:

Parole: The Assembly Ways and Means Committee approved a constitutional amendment (SCA 9) by Sen. Daniel E. Boatwright (D-Concord) to empower the governor to block the parole of convicted murderers after reviewing their cases. A 15-7 vote sent the measure to the Assembly floor.

Credit Cards: The Assembly Finance and Insurance Committee approved a bill (SB 1948) by Senate President Pro Tem David A. Roberti (D-Los Angeles) to require credit card forms to be carbonless or not contain a separate piece of paper that readily identifies the cardholder by name or number. A 13-7 vote sent the bill to Assembly floor.

Earthquake Insurance: The Assembly Finance and Insurance Committee approved a bill (SB 1976) by Sen. Alan Robbins (D-Van Nuys) to prohibit insurance companies from canceling or rejecting homeowners’ policies solely because earthquake damage coverage was sought. A 21-0 vote sent the bill to the Assembly floor.

Senate

Committee Action:

Offshore Oil: The Senate Natural Resources Committee approved a bill (AB 284) by Assemblyman Dan Hauser (D-Arcata) to prohibit the state from leasing to the federal government for offshore oil drilling purposes any tidelands or submerged lands in Mendocino and Humboldt counties within the three-mile limit. A 5-2 vote sent the bill to the Appropriations Committee.

Lobbyists: The Senate Rules Committee rejected a bill (SB 1820) by Sen. Milton Marks (D-San Francisco) to prohibit former state officials, legislators or legislative staff members from lobbying their former colleagues for one year after leaving state service. The vote was 2-3.

Miscellany

Ice Cream: Gov. George Deukmejian helped serve free ice cream cones Wednesday on the state Capitol steps at an ice cream social sponsored by the Dairy Institute of California. Deukmejian also issued a proclamation declaring July to be Ice Cream Month. P.S.: The governor’s favorite flavor is jamoca almond fudge.
