Treasury Chief Defends Record on Africa Aid

WASHINGTON — Treasury Secretary James A. Baker III rejected criticism today that the United States is not doing enough to help the poorest countries of sub-Saharan Africa.
“The U.S. has an absolutely sterling record here,” Baker told the U.S. Information Agency’s International Council. British Chancellor of the Exchequer Nigel Lawson said Wednesday that the United States is lagging behind its allies.
