Japan, the world’s biggest creditor, was the top foreign aid donor in 25 countries in 1986, the Foreign Ministry said. Japan accounted for 49.4% of all foreign aid to the Philippines, 75.2% to China, 66.6% to Thailand, and 22.3% to India, the report said. In 1987, Japan’s development aid totaled $7.45 billion, second only to the United States’ $8.78 billion. Tokyo provided foreign aid to 149 countries and areas throughout the world in 1987, an official said.
