Philippine Court Rejects Plea to Let Marcos Come Home

MANILA — A Philippine court today rejected a petition by deposed ruler Ferdinand E. Marcos to return home and answer corruption charges, saying the decision is up to President Corazon Aquino.
Justice Romeo Escareal issued the ruling a month before the court begins a pretrial hearing on allegations that Marcos received millions of dollars in kickbacks from Japanese companies during his 20-year rule.
Aquino has barred Marcos’ return from exile in Hawaii, calling him a threat to national security.
Escareal said Marcos’ return is a political question beyond the reach of his court and one that only Aquino could resolve.
He suggested Marcos could challenge the ban by elevating his case to the Supreme Court.
