Wasting Energy

Your article “Utilities Shun Energy Savings, Critics Assert” (Part I, Jan. 15) only confirms what I have suspected for some time.

All anyone needs to do in order to see undeniable evidence of this cavalier attitude by our own beloved Department of Water and Power is to glance at the downtown Los Angeles skyline late at night. When you look at the DWP’s building, you will find that the lights are all on but nobody’s home.
