P.M. BRIEFING : Sugar Rationing Moves to Moscow

MOSCOW — Soviet authorities will begin rationing sugar in Moscow next month in a move that is likely to increase discontent with the effects of the nation’s economic reforms.
Sugar has been rationed in many areas of the Soviet Union for months, but some Muscovites said the limits on sugar purchases announced in the Moskovskaya Pravda newspaper today are the first decreed in the capital since World War II.
Demand for sugar skyrocketed in the Soviet Union after Soviet leader Mikhail S. Gorbachev launched his anti-alcohol campaign in April, 1985. Officials have blamed brewers of moonshine for the increase in sugar consumption since then.
