U.S. Strategy for Nuclear Response

Words cannot begin to express my feelings upon reading your account of the Bush Administration’s latest nuclear strategy, a plan called SIOP-7.
Words like shock, anger, fear, outrage, sadness and laughter. They can’t be serious--there must be something funny about this. Yes--the joke’s on us mere mortal taxpayers.
When are they going to stop this waste? When are we?
