2 Officers Promoted in Department Restructuring

Inglewood Police Capt. James T. Butts has been promoted to the position of deputy chief in a restructuring of the department effective next week, police officials said.
Butts, 36, a 16-year veteran of the department, will oversee research, communications, policy and training. He is a graduate of Crenshaw High School and Cal State Los Angeles and is currently enrolled in a two-year police executive development course.
In another promotion, Lt. Larry Carter, the division commander of narcotics, will become a captain in charge of special enforcement.
