VOX POPULI: Upset that appointed government bodies have so much power, Orange County Transportation Commissioner Dana W. Reed is doing something about it. . . . Reed, a lawyer, is working on a statewide initiative that would merge the South Coast Air Quality Management District with transportation commissions of Orange, Los Angeles, Riverside and San Bernardino counties with one voter-elected board. . . . In the wake of recent unpopular anti-smog edicts, “I think the public would support a measure like this,” he said.
