CARTER: Why was Jimmy Carter invited to the June 20 groundbreaking of a low-cost housing project in Rancho Santa Margarita? He’s a longtime booster of the Habitat for Humanity program, a participant in the project. . . . The former president, who will be working on housing in San Diego and Tijuana that week, said he would come here only if he could still work a full day there. So the ground breaking here will be late in the day and the developer will bring in Carter by helicopter.
