POLLUTION POLICE: Some little pollution problems have a way of turning into bigger ones, says Gerald G. Johnston, one of three county prosecutors who focus on environmental issues (D5). Among their targets: boat owners in Newport Harbor and Dana Point who dump the contents of their toilets in the bays, producing chloroform bacteria.
