2 Accused of Illegally Transporting Toxic Waste

Two men were indicted Thursday for allegedly storing toxic waste at their company facilities in Rancho Dominguez and shipping it to an illegal site in Nevada, the U.S. attorney’s office announced.
Michael Robert Speach, 66, of Rancho Palos Verdes, former president of ENV Inc., and Charles E. Welch, 54, of San Clemente, former vice president of ENV, were charged with 15 counts of illegal storage and transportation, Assistant U.S. Atty. Gary S. Lincenberg said.
Speach and Welch will be arraigned July 2. Neither could be reached for comment Thursday.
Between August, 1986, and July, 1987, ENV stored and then shipped to Nevada 406 55-gallon drums of waste water treatment sludge from electroplating operations, the indictment said.
