MOSCOW : Soviet Coal Strike

As if President Mikhail S. Gorbachev didn’t have enough trouble already, miners in key coal basins around the Soviet Union say they will defy his plea and go ahead with a one-day protest strike Wednesday demanding resignation of the government and overhaul of its unpopular economic reform plan.
The miners also want Communist Party cells removed from the workplace--an issue being debated at an ongoing national party congress in Moscow which will also decide whether Gorbachev should continue as its general secretary.
Either way, Gorbachev is to receive NATO Secretary General Manfred Woerner on a historic visit Saturday, and a day later to greet West German Chancellor Helmut Kohl, who seeks Soviet agreement to NATO membership for a united Germany.
