WORLD IN BRIEF : SOUTH KOREA : Seoul Area Deluge Kills 45; 350,000 Flee

The heaviest rainfall in 70 years caused extensive flooding that killed at least 45 people and forced more than 350,000 to flee their homes. The Seoul area was swamped by 15 inches of rain in 24 hours. Suwon, just south of Seoul, got 16.8 inches, the main disaster relief center said. A 100-yard section of the Han River bank west of Seoul burst overnight, sending tons of water into rice paddies and villages.
