West Covina : Interim Manager Named

City Engineer Harry Thomas will serve as interim city manager until a replacement can be found for Herman R. Fast, who will retire at the end of this month.
The City Council made its selection during a closed session last week. Thomas has served for 21 years in West Covina city government, holding such positions as assistant city engineer and public works division manager.
After Fast retires, the council has 60 days to find a successor. The rule is included in a 1964 ordinance that makes no provision for a penalty if the deadline is missed.
Councilwoman Nancy Manners said the city will work with Cooperative Personnel Services, a Sacramento-based employee search firm, to find a replacement.
