Bankruptcies Soar in 1990: The filings rose 12.8% last year, with the biggest increases coming in the eastern part of the United States, according to the Administrative Office of U.S. Courts. Of the 10 states reporting the largest percentage increase in filings, eight are in the Northeast. New Hampshire and Massachusetts showed the biggest rise, with 78.9% and 78.8%, respectively, followed by: Rhode Island, 68%; Vermont, 57.3%; Connecticut, 47.1%; Maine, 38%; New Jersey, 35.7%; New York, 32.5%; Georgia, 31.0%, and Florida, 26.5%.
